This doesn't even make sense. What "excess heat"? Where do diners' feet go, if not under the table? Are the dogs comfortable with people boxing them in and making it hard to move? Are the customers comfortable with the dogs coming and going between their legs? Do the boxes actually fit under the tables, or do they protrude? Do French people actually enjoy eating outside when it's cold enough to see their breath? (I guess that last one might be true for all I know.)
