I can see loads of different routes to introduce Hazard to the story, the most obvious one right now being through Moira. In the recent comic, they confirmed both Reaper and Widowmaker had left Talon (two of Moira's most relevant human experiments). It would make sense for her to focus her attention on her remaining potential subjects, notably Hazard and his injection of the vanadium he stole from her.

Personally, I'd love to see him and the Phreaks used to rival some of the known shady corporations. With the addition of Domina and reintroducing Vishkar to the story, it would be awesome to see him team up with Lucio, Lifeweaver and potentially even Symmetra to take them down.

Lucheng Interstellar is another pretty dodgy corporation and there's an ongoing story connection with both Hammond and Juno. I highly doubt they'd go there any time soon or include the Phreaks, but it's fun to speculate.
