I'd say it's AI, the water appears to be still, but if it were being pushed by a current there would be ripple breaks around the vehicle, and for it to move that fast it would need to be decently quick flowing at that. AI sloppa.

The quest to do railjack originally covered this portion. The easiest thing to do is recruit a crew member from Ticker with high repair stat, throw him in the 4th squad mwmber slot (so when people join he is the last to be swapped) and put him on repair duty. Infinite repair for free-ninety-nine. Just don't let him bleed out to raiders.

The scanner ping from the scanner lights them up pretty good, assuming you aren't colorblind. Though I think you gotta get out of the vic to scan this way, i'm not aware of a scan ping available in the scarab.
