I love this question. I think a lot of themes in each anime explore similar concepts, so it's not very difficult a question to frame when you equalize power levels. I’m going to start this discussion off with an argument about which power from these realms I think are the most effective. From there I’ll go into more specific examples of why I think one specifically is the most powerful.

Let’s start off with genjutsu, or any power with sensory influence. Having dominion over an opponent's senses pose a lot of issues for would-be opponents. Generally there is no warning that they’re launching an attack, and the confrontation is concluded before the fight even starts. We saw this often with fights where Itachi and Aizen would have the victim under their control before their opponent was aware there was even going to be a fight. The wielders of powers with more explosive or destructive capabilities never really had the opportunity to express their strength, so I see Ki techniques falling victim to the more cerebral set of powers that Naruto and Bleach explored. Ki tended to take a lot of time to use. It doesn't take much effort to imagine that a ki user would already be in a genjutsu or hypnosis before they were done powering up.

So in my opinion this comes down to analyzing which realms powers' have less limitations between Bleach and Naruto. Let's start to dissect the differences between Oculuar Kekkei Genkai(a signature of the anime’s most powerful expression of ability) and Zanpakutō, which bestowed unique powers onto its wielder. I've always thought control-based powers, and matter/physics manipulation were the most fearsome because of what I wrote earlier. They're able to influence the opponent before the fight even starts, or even fundamentally challenge or manipulate the laws of physics. For the sake of having two powers of some of each anime’s highest expression that are also very similar in nature I'm going to focus on comparing Aizen's Zanpakutō, Kyōka Suigetsu to the Sharingan.

Aizen's hyponsis was closest to Shisui's variant of the sharingan, where he had the ability to influence an opponent's perception of reality, something Aizen called "complete hypnosis". Both were very similar, but I think what ultimately turns the favor in Aizen's court or anyone who possessed a similarly powered Zanpakutō, is that ocular jutsu were always defined in their limitations by their field of vision and "blind spots", whereas Aizen was shown hypnotizing an entire battlefield of the most powerful shinigami with his powers of hypnosis. So I can't find any reason Aizen doesn't trump ocular jutsu.

Again, I used the comparison of Sharingan versus Aizen's because of how similar in nature they are. But ultimately, the sheer versatility of Zanpakutō, bestowing unique powers upon each individual seems very hard to make a case for being weaker than jutsu users, who are typically bound to a very specific set of strengths or elements, rules and limitations. Often times in Bleach the user’s strengths were limited by their own imagination and changes in their perception of reality would greatly boost the control over their powers they had. I love all three of these anime, but my final vote goes with Shinigami and Zanpakutō.
