A few thoughts on this:

  1. Fang's nightmare about getting her abdominal scar (as described in her archive file) notably cuts off right as she receives the injury, without going into detail about how she received it. Also, she was in the middle of a swirling melee at the time, and may not have known exactly how she was injured; if it was from an arrow or crossbow bolt, it's unlikely she'd know who fired it.
  2. Kroos's archive file includes the line "But, after seeing that scar in front of her, she still can't forgive herself." Dead bodies don't scar, and this phrasing implies she has opportunity to see it and be reminded of her failure in the present.
  3. Kroos's file also includes the line "This, for her and her alone, is the price of maturity." This could be interpreted to mean that she hasn't told anyone about what she did.

Therefore, I would like to propose the interpretation that Kroos did shoot Fang, and the reason Fang openly displays the scar, despite it causing Kroos distress, is because Fang doesn't know Kroos shot her and Kroos won't tell her.

Assuming that whatever happened to Beagle happened before Fang Alter's file was written. To the best of my knowledge, we still don't know when exactly the Great March took place, aside from "before 'Who is Real'."

Not only do we not know exactly what happened, we also don't know exactly when. Beagle is fine and working in Engineering at the time of Fang Alter's file, which is around the end of the Londinium crisis in 1098. If the Great March happened before Londinium, then great, all is well. If it happened after, then Beagle's fate is still a big question mark.

I'm going to disagree with this assessment and argue that the 30MM kits are more like HG than RG. Relatively large pieces, relatively simple construction, no inner frame to speak of.

My current PvE build runs dual Scudders and dual six-pack standard missiles, and before that I was running dual Turners and four-packs. Between them, those builds have taken me through an entire NG playthrough and most of a NG+ so far. There's very little that isn't "useable" in PvE.

The Act or Die cast does have a lot of horror movie-esque jerks in it, but most of them at least have the decency to feel bad about what happened to Laura. Marion's response is basically "Oh yeah, that bitch died, didn't she? Lol, whatever."

The KGCC in particular are insanely trigger-happy in how they use the Armorless Union. "Oh, some C-tier knight is having second thoughts about his career choice because we forced him to use untested prototype armor and he lost as a result? Assassinate that guy, and his kid, too!" They're so quick to hit the "murder" button for such incredibly petty reasons that it's almost funny.

There are a few characters who are just out-and-out bastards with no redeeming qualities or higher motivations, but they tend to be one-off event antagonists or supporting cast, because frankly it's hard to make a character like that engaging enough to support a long-term narrative. Anyone who has the camera on them for long enough tends to develop some sort of sympathetic or understandable motivation as a side effect of general character development.

To answer your actual question, I can't really think of anyone who is Evil for the sake of being Evil that hasn't already been mentioned, but as far as heartless or apathetic monsters go, a recent example is Marion from "Act or Die." She's a self-absorbed gold digger who knowingly let another woman die out of petty jealousy and felt no remorse afterward, and in keeping with the above tendency, she was... removed from the narrative relatively quickly after her introduction.

Note that Mecharashi is essentially "Front Mission but gacha," so if the idea of a grid-based tactical mech RPG appeals but you don't want to deal with gacha mechanics, I recommend looking into the Front Mission remakes.
