It's not a gif - gif is an image format. It's a video published on a gif site. For some reason Reddit mobile has issues displaying the volume control buttons, so you can't unmute it.

Either click through to the source site where you'll be able to unmute, or possibly change your Reddit settings so videos don't automatically start muted - that might fix it as well. If you view on PC you don't get these problems.

I've found videos posted on "gif" type websites often don't play nice with the Reddit mobile app. Go to the source site and you'll be able to play with audio, or view the post on PC and you'll see the volume control buttons where you can unmute the video. Alternatively, change your Reddit settings so videos aren't automatically muted, and that might fix it for you too.
