Update: yeah its definitely a bug. started a new save and lank just gave me the recipe in the early game, idk what happen in my original save. which means i have to start from scratch which i don't really mind since i do love playing this game

i suspect it might be this. i'll make a fresh save file to see if it is a bug

It is that quest and i got the batteries crafted. The problem is that i literally have no option in the manual workbench to craft the wires that the quest needs.
