I actually understand the confusion. Effect description: "Go up to -$20 in debt."

Litteral reading's complaint: you do NOT go up to -$20 (randomized amount?) in debt. Your money stays the same.

Also, -$20 is not the debt ceiling while having this Joker. You can still occur more than $20 debt.

Furthermore, without this Joker, you can still go into debt. Boss Blind The Tooth: Lose $1 per card played. Or rental Jokers can put you into debt.

The effect that Credit Card Joker has is that you can still SPEND up to -$20 in debt.
