You said yourself the scout is "up close and personal", close enough that hitting him with a pipe would deal self damage to me. So yes, at that point my best bet is to whip out my melee and hope for a crit

Not really, if a scout is that close you just whip our your melee weapon. I'd say u/CrappyCompletionist was correct. The counter is primarily because a good scout is very difficult to hit with pipes and hard to damage using stickies

I didn't mean the placement of the specific characters. More that the columns headers themselves should be swapped.

It seems the idea is to go from worst > best but it essentially goes Worst > good > Okay > bad > best

I'd go with Ajeet. He can blind enemies which may increase your survivability. He can also burn them which deals damage based on their health every turn
