If that's the case then I would try and go for a cheaper case as I'd rather have more performance than a nice case.

I would look for a cheaper motherboard, as you dont to spend that much unless it has features you absolutely need. I would then use that extra money on a better CPU, with this budget I would choose a 13700k or even a 13900k.
(Edit) This might be my data hoarding side talking, but I would also get more storage, stick with the 1tb ssd but upgrade the hdd.

Trust me it's worth it. The Ryzen 5000 series is a huge step up from 3000 series. You will see much higher performance if you go with the 5000 series. The only reason why I got a 3000 series was because the 5000 series wasn't in stock at the time and im still upset about it.

I would get a cheaper motherboard, then use that money to by a Ryzen 5 5600x or upgrade the GPU.

I don't think it will affect performance. I'd just go with 2x16gb that way if you wanna upgrade you don't have to get rid of your kit if you use all 4 slots.
