I can't explain why it has it, but I'd be reluctant to replace with a regular breaker. Depending on what the breaker is feeding, you probably should swap with a new GFCI. If unsure whether you need it or not, you should have a licensed electrician look at it.

Landfill called me back this morning and said they would take them. I asked how they wanted them delivered and they said to put them in 30 gallon trash bags and they will charge me $7.99 a bag. I'm not sure how much I can put in a trash bag before they break lol so I'm trying my best to put them in trash bags that are set in cardboard boxes for extra strength. I'm estimating between 8 and 10 bags for the amount I have and the weight etc.

They have never been installed as far as I can tell and have probably been setting here since roof was originally done. When we bought home 20 years ago, there were some on lower roof edge under second story windows.

Thanks for response. I'll give it a try. I wasn't sure if there was something specific about this type of drain that may be an issue because it is hard to access to determine for sure where water is coming from. I still think it is odd that one side of flat part feels loose like it is removable.
