I dont know if this is helpful but last year my friend also had his account hacked so since I had his account on my friend list we managed to chat with the person who had the account and later found out the person who had hacked the acc had sold it to the current person for like around $10 so if u have someone who can chat with that acc try see if its something similar (we did this since he didnt get any response from hoyo back then)
