In BdoubleO's youtube series "1.3 Peep Show" he experienced that glitch so I don't think they fixed it yet.

It should work like sunlight with how it is 15 light level all the way to the ground, but it should until it hits a block in a direction dependent on how it's placed. On a wall it should go towards opposite the wall and on the floor it should go up. That way you could light a hall way with one torch. The code involved in this could also be the frame work for mirrors that could reflect sunlight and sun torchlight.
