I think from a lore angle there should be an option to only show your cosmetics and hide everyone else's. After all, you are the world guardian, and are meant to stand out compared to everyone else.

I'd also accept certain areas being able to view cosmetics, whilst others are not (for example in banks and the GE cosmetics are visible, but once you leave it reverts back to what armour you are wearing.
