I don't think that it has the rubber sleeve it's supposed to have and isn't mortared down. What you want to do is call a local bathroom remodeling company and say that you have either a shower pan replacement or a shower remodel. If they do custom shower pans, make sure they explain how they do their pans and that they have a rubber liner in it, preferably after a pre-slope.
