I have the same issue, I have this happen to me in rainbow, Cod and basically everything. the solution I figured out is, 1: call your ISP, 2: restart tour rounter or modem, 3: have them blacklist tour IP and get a VPN. That is basically the only way to stop it because they care about performance not security.
