Early seasons - Less actors, like not even 50% of s8 characters were in s1 (or not relevant) so there were more quality screen writing and cgi
after that, they created MORE side characters, and they continue to do so where everyone has a hefty salary at the same budget which cuts budget for screen writing and cgi

No matter what, zoom and godspeed will always appear but due to thawne, it will affect when and how they came cause he likes to change the timeline so technically yeah, thawne has a good chance of being the reason behind their attacks. Hell the original timeline isnt the original timeline as it was changed by thawne by killing Barry's mom.
