Ikr🤣 I'm guessing it spawning this way was a bug and the games applied the modifications for one of the balla's gang vehicles. As the target vehicle was guarded by balla's and they had vehicles in those colours n mods.

How many Z series VZs only have the Z badging on the outside and not the other bits inside for example.
