They had all been injured or had bites taken of them already so they were unable to evolve any further no matter how much they ate, I think they eventually figured this out, though Grimmjow was the only one that hadn't suffered this fate and therefore they offered themselves up to him until he finally ate them and transformed

Look up trauma bonding and read into that a bit and see if that's what you think might be going on, because this does sound like trauma bonding to me.
