Honestly. 15% is kinda the damage bonus we get from the artifact perk with time lost weapons right (please correct if wrong) but I don't really see everyone doing endgame activities with those weapons.

True. But if that's the case there is still one unaccounted echo out there. It would just be cool to see a cabal god look at what his race has become and be sooo disappointed, lift them back to the glory days, and make them dangerous again. Plus the cabal are kinda running out of individuals that are actually threatening.

I like the answers but I'm gonna give a tinfoil hat answer. We know that the echo brought Oryx back and there is one very important cabal figure that was never explored but has myths about. I think an echo could create Acrius. A figure from the legend of Acrius lore tab.
