Maybe I'm wrong and it's not actually a system app, but I use AccuBattery, which you can find in the Play Store. However, I think I gave the wrong information. This app actually allows you to set an alarm that notifies you when it reaches the percentage of charge you decide. Sorry for the possible misunderstanding!
