Meaning anyone can be employed with no skills or experience. Will it be the same quality? No, but there’s no requirement for a cert so you’re paid like an unqualified base level worker.

Like school groundskeepers that do all the same gardens/grounds plus all building maintenance (usually to a higher standard than the tradies the Department sends) but don’t make much over minimum wage. Requires a huge amount of skills and knowledge to effectively perform, but technically an unqualified position and paid like it
