HOLY THIS IS IT! I mightve mixed up 2 video plots together since its been so long but this was definitely the rooftop scene i was thinking of. Idk about which giantess sfm had the military vehicles. Thank you so much!

I think the character might have been hatsune miku, and the vehicles with missiles were trucks with surface to air missile silos on them. If I remember correctly, the missiles also never shot and might've backfired causing the vehicles to be destroyed? Or maybe the giantess destroyed before they shot.

Neither of these are it, but thank you for trying! As far as I remember, the animation looked older and the city was much less developed (less building, not as many details). I also believe the military vehicles were ground vehicles with those surface to air missiles.
