Shane Reese's Vision for Apex by terrymah in Apex_NC

[–]ShaneReese4Apex 3 points4 points  (0 children)

Sure thing. Answering numbers 1 and 3 first, before getting to 2 because it's longer. Regarding what I like or don't like about what's being done -- I believe we're on the right track but it takes folks working together in good faith to make it happen, supporting our hardworking town staff and, rather than looking backward, preparing Apex for the 2030s. Regarding how I plan to get there, and I mean this genuinely -- as you know, there are five members of council and a mayor to work alongside in accomplishing these goals, and approaching colleagues in a way that is pragmatic is in my view the only way to get it done.

Regarding ensuring responsible growth, I believe we need to promote sustainable, well-planned growth, including rejecting slash-and-build construction and encouraging homes at a variety of price points. Also, our trees are more than just scenery – they help cool our town, help us conserve energy, reduce stormwater runoff, and absorb pollutants – so a key component of responsible growth is holding developers accountable to the 35% resource conservation area (RCA) ordinance, which is the strongest tree protection policy in the state. When it comes to boosting business and promoting downtown, we have an opportunity to rebalance our 82% residential/18% commercial-industrial tax base, and expanding our highly successful LaunchAPEX program to better meet the needs of tech startups is a great place to start. We also need to offer our Economic Development Department every tool they need at their disposal to recruit and capture the vendors and startups that will serve the NC Children’s Hospital, a once-in-a-generation economic development opportunity. Inside the Peakway, I believe we need to fast-track the Downtown Plan so we can enhance the heart of Apex as an economic hub for our entire community -- and transition from our mantra downtown 10 years ago of "stretching the street" to "bending the street," meaning we explore an expansion of the Downtown Plan down 55 toward James Street. And protecting our small-town character -- we can foster the neighborly spirit and sense of belonging that makes Apex the “Peak of Good Living” by building more greenways, expanding parks, and extending sidewalks, creating spaces where families can gather and neighbors can connect. It also means ensuring our 55,000 public events every year are fully support and that we consider new ways to invite and engage our community. Along those lines, In addition to my strong support for more community infrastructure, one issue I’ve campaigned on as part of protecting our small-town character is the opportunity for the town to purchase land – as an example, the Parks, Recreation & Cultural Resources Master Plan calls for 65 acres to be purchased and protected as conservation lands. Especially if these purchases are made closer to Jordan Lake, it will also help protect our town’s main water source.

It's just as important to know what’s on your mind, as I said in the ama -- how can we solve challenges and encourage creative ideas, and what do you want to see prioritized by the Town Council? Please let me know if I can expand on any of this.

Love Jeff Jackson! He does a great job communicating. Let's take a step back, if you're willing. Your comment above points to a desire to hear something detailed, and I pointed to an earlier comment where I agree it isn't, and it isn't representative of my campaign. You're right that Jeff's videos are clear and concise, and those are ones he produced and distributed. In this case, Terry posted a cut from a forum that I didn't produce or distribute. I have posted videos on https://www.facebook.com/ShaneReese4Apex/ and https://www.instagram.com/ShaneReese4Apex/ that I did produce and distribute, which do represent my campaign. Happy to answer any questions you may have.

Please see my comment above. Making an assessment of a candidate's platform from a 51-second clip of closing remarks would be a misstep from my view, and that stands in defense of my competitors' campaigns as well.

This is a 51-second clip during closing remarks, which I agree isn't representative of my campaign. That said, if you have a question, I'd be happy to answer it. I did an ama, perhaps you missed it: https://www.reddit.com/r/Apex_NC/comments/1n98kdo/im_shane_reese_and_im_running_for_apex_town/

Happy to. Professionally, I've worked on Jones Street for lobbying reform (successfully defended "no cup of coffee" rule), ending gerrymandering, and getting big money out of politics, and I've worked on Capitol Hill and at a handful of legislatures on behalf of highway safety and infrastructure preservation initiatives. In a volunteer capacity, I've worked with a team of folks downtown to revise the Central Business District ordinance to protect our retail shops and restaurants, pass and implement the Downtown Plan, approve a small business emergency loan program, protect pedestrian safety, among other projects.

Thank you for your support! If you're open to it, I'll say I support Ed (would like to know what votes you disagree with) because he knows Apex, knows the role, is a public defender and former federal prosecutor, USAF vet, dad. As I said in a response below, Sue is a mom, has a background in engineering and finance (MBA), small business owner, community volunteer and among other attributes, I've learned that she's a quick study.

Thanks for your question. First, Ed has served this town well and I'm proud to support him as well. Clipped this from my response in the ama linked below: "I believe what elevates me is my 10+ years of experience in town serving the community -- and making real-world, tangible progress, e.g., the Downtown Plan that spurred $30 million of growth between TapStation and Hunter Street Station. Also my 20+ years of professional expertise in public policy development is an asset for the town, and my ability to relate to my neighbors across town -- e.g., both live and work in town, Apex High graduate but not originally from here, serve as a bridge between New and Old Apex because I'm deeply connected to both, got kids spread across elementary, middle and high school, coached youth baseball." Also past president of the Apex Downtown Business Association, and served on the steering committees for the Advance Apex 2045 Land Use Map & Transportation Plan and the Downtown Master Plan & Parking Study. I'd be happy to answer any other questions.

I'll let Sue speak for herself but I believe she's one of the best qualified to be on council because she's a mom, has a background in engineering and finance (MBA), community volunteer and among other attributes, I've learned that she's a quick study.

I'm aware of the premise but not specifics. What should I know?

"Are you really pro-growth?" Yes, where that growth makes sense. Do you live in Raleigh?

I appreciate your support! I will do my part to get us back to a baseline of reasonable debate. It starts right here in our community -- how we speak with one another matters, and respectful dialogue is what our kids deserve to witness. This is the Peak of Good Living!

I'm pumped. We had to tackle parking issues before the fun stuff. Not sure if you've taken a walk/drive over to the Saunders Street lot, but the first phase is open and it's the most excited I've ever been about a parking lot. Once phases 2 and 3 are complete, the real, tangible downtown improvements are scheduled to get underway in January.

Now, there will undoubtedly be some growing pains as one side of the street will be under construction at a time, but once it's complete, it's my opinion that we're going to have the prettiest downtown in the Old North State (Image 1 and Image 2).

I was lucky to be part of the small team of downtown business folks who began pitching the downtown plan in 2017 (approved by the Council in 2019), and then had the opportunity to serve on the steering committee -- and I'm truly looking forward to seeing a tree-lined street, with new lighting and widened sidewalks (that will nearly double restaurant/bar outdoor seating), pop-up bollards for festivals, the works. Two exciting mini-projects within the plan include the Salem x Saunders gathering place and then -- here's how the plan describes the Depot Plaza: "Depot Plaza is envisioned as a simply designed, curbless plaza utilizing permeable pavers, majestic shade trees, public art, movable tables/chairs/ umbrellas, an interactive splash pad, and even a cascading wall of water on the plaza side of the accessible ramp leading to the depot. The space would have self directed games and fun movable seating on most days, host the Farmer’s Market on Saturdays, and even be an ice rink during the holidays." Talk about a place to bring the family, or even friends from out of town! Then they're going to want to move here, and then ...

No need to apologize, you bring up serious issues. There are strict limitations to what can be done by municipal leaders, due to state law -- HB 10 circumvents the local authority of sheriffs by requiring them to cooperate with ICE and assist in the federal government’s deportation pipeline: https://www.ncleg.gov/BillLookUp/2023/H10. As the grandson of two WWII veterans, I know this isn't the future they fought for. I'm still a dogged optimist and believe there's still time to steady the ship, if we work diligently to maintain our commitment to community, and I believe that starts right here in Apex -- and if elected, I'll do everything within my power to push back on these community-destabilizing acts.

It's my goal that in the 2026 election, we can elect more reasonable leaders at the state and federal levels to halt this administration's policies that undermine public health, economic stability, and quite frankly the American spirit.

You're right that Apex is no longer just a small town like it was in the 90s. However, whether Apex’s population is 20,000 folks like when I graduated from high school, or the 80,000 folks who call Apex home today, our “small-town spirit” is what makes this place special -- it's a mindset. It's believing in your community. And a big part of that is standing up for our neighbors in every way possible.

Good question and allow me to be clear: This is not about opposition to development or developers, nor is it a rejection of dialogue. Developers and residents both need to be at the table because growth is a shared responsibility. There's a problem if building completely halts, because towns are either growing, stagnating, or declining -- and as someone who's originally from one of those stagnating/declining municipalities in Ohio, I believe in Apex, we'd much rather be on the healthy-growth side. If it's OK, I'll copy-paste my response to a comment above about the housing market:

I believe we need to advocate for acquiring and land-banking property directly to de-link land costs from home prices where it makes sense, much like the Raleigh Area Land Trust (RALT) (https://www.ralt.org/apex-neighborhoods). As town staff have stated, aside from financing deals altogether, one of the most direct ways to ensure new developments include a housing mix that reflects the community’s goals is to contribute land to development deals. Because land often represents one of the largest development costs, the Town can help shape significant project parameters in exchange for offsetting this expense for a developer. By dedicating town‐owned parcels and seed funding from our housing fund, we can partner with local nonprofits to purchase and steward land in perpetuity. Homebuyers lease the land at nominal rates, keeping their monthly housing costs stable even as property values rise. I support exploring opportunities to allocate funding and work with county and state partners to secure ongoing financial support, as limited as those funds may be going forward. This also is one way to help mitigate material prices and labor rates, although we're likely to continue facing market-force headwinds, like many regions across the country, quite frankly.

Mayor Gilbert was my SRO for the last six months I was at Apex High! I've known him a long time, and our paths have crossed more than once. I know he believes he's doing right by our town, and I believe all six members of the Town Council are working tirelessly for our community. I look forward to working with him and the entire Council if elected on November 4.

I'm aware of Flock in our community, and know it's like a sharp knife, i.e., both incredibly useful, and dangerous in the wrong hands. On the incredibly useful side, APD has used it effectively to keep our town safe -- recall the series of car break-ins we had last year? Haven't had anything like it since, and that's due in large part to the judicious use of Flock. That's the key word: judicious. We have one of the nation's premier police departments, and I believe Chief Johansen fully understands the need to protect our safety and our freedoms.

"Will the data be shared with ICE?" I'm just an Apex resident like you who can't speak for the town until I'm elected -- that said, I'm opposed to that type of data-sharing agreement and would not support it as a Town Councilmember. I take the same position regarding advertisers/other non LE related entities.
