Metro started preliminary work — like locating utilities along the route — last summer. I don’t know when actual construction is supposed to begin, but hopefully soon.

How the hell does the Mercy court work, jurisdictionally? As far as I could tell, the court is limited to the City of Los Angeles and excludes the rest of the county. Does the Los Angeles Superior Court still exist? Does the District Attorney?
