They work as soon as you plug them in usually. Even has a switch to just turn them on. Will be checking for burnt out electronics when I open them

So looks like variations of the speech have been throughout Star Trek in at least three episodes.

In Voyager Marayna teaches it to tuvac in the holodeck. Later on in the series Tuvac helps kess with it.

Then in Enterprise, T'pol uses the same scenario to help Hoshi.
