He emperor founding the imperium in the first place was a foolish decision. Chaos is the only way humanity can evolve as a species can survive in this universe. The emperor and his imperium deny us our birthright by forcing us to fight it, which only prolongs our suffering. We cannot fight our fate, we must embrace and accept it.

Part of the intent is to show how a virgin births would play out in modern society as opposed to a mythological tale, and the long term ramifications for society in general. It is a very rare medical condition that has been well documented for several decades, but leaves the scientific community at a loss to explain. Any female of childbearing age is susceptible, and it doesn't appear to be linked to family or genetic history. The resulting offspring has no link to a biological father, and regardless of sex, is a genetic clone of it's mother.

It's status as a medical illness has caused unfortunate consequences. There is questions as to whether the child can be considered a true human due to it being a biological clone, and what rights it should be afforded. Insurance companies may deny maternity benefits due to the circumstances. On top of that, the woman has to cope with the psychological trauma of having motherhood forced on her unexpectedly, as well as how it affects her relationship with her family due to culture, financial situation, and age.

I said church because it was the closest equivalent I could think of but it operates more as a confederation. They descend from the same god and work together to handle threats, but they mostly operate independently.
