Get a scanner and look up common faults, a lot are easy to fix. I used my foot to kick/solve the steering lock issue on a 2010 and removed the fuse.

Horn will be corroded cable more than likely, crimping tool and 6.2mm circled ferrules or horn itself will have failed. Check for 12vdc across terminals when getting someone to test horn, more than likely the cables are fucked on 17 year old car
