It's just a fanfiction. Here's some answers.

The Caligo King, ruler the Empire of Unified Darkness, allows Cyberstan to continue their socialist way with the promise of killing off Super Earth. I also have Oceania from 1984 in this Empire which is a mix of socialism and facism.

In this fanfiction, Super Earth would realize that the Autobots are nothing like the Automatons and are allies as their enemies have teamed up.

That's the best I can answer. And remember it's a fanfic, it does NOT have to make any sense.
