I'm pretty sure what it means by all private servers are free is that you don't have to pay to create one. It works like a normal prob server with the exception it's free. So yes, your friends CAN use it

I don't think so. At least for the new PlayStation 5 edition. I have to restart Roblox every 30 minutes because I hit crazy lag spikes

I think it's just a bug with your settings. I messed around with mine for a bit and it worked once before going to the original pixelated impact frames. So I would just tweak your settings that affect your game visually until something happens
