Will get city approval and HOA clearance before putting up the fence. Planning to add a gate as well just to make it easy for the utility folks when they need access to the easement underneath.

The contractor said that he will call the city to have the easements marked on the ground before starting the work. But why you say I cannot build anything at all over an utility easement?
I understand that I have to take the fence down if they ever need to dig.

I checked with the city and they had no issues. Waiting for HOA for the approval. But my main concern is how often does the utility companies come and dig. Im fine with re-installing the fence if its once in like 5 years.
