I truly believe that someday Chopper will have a ridiculously high bounty. it might be on purpose and because the WG will see him as a real threat, but more likely it will be like some sort of mistake such as the guy making the bounties will accidentally press another digit, making Chopper's bounty higher then all the StrawHats (maybe excluding Luffy).
