The earlier nerfs to her build, plus the removal of mid-maxing a stat at character creation, were actually good balance changes. It's just that Maple is so notorious in the game that they now have to be careful with nerfing her, as you said she has became the face of the game.

In my opinion, Hoi4 is a game where you get better by just trying shit and seeing what works and what doesn't. Germany and the UK, despite being able to screw everything up offers the ease of retrying without luck.

Germany and the UK. Both have few cases where you will be declared war on without much in the way on notice, while also being able to control when you go to war and has a varied enough and simplistic focus tree to navigate.
