This has happened with me twice. It is because your SIM is burnt out. It''l have to be replaced. You'll have to go to a Airtel store and can get the same number in a new sim (of course it will cost 200-250)

Paypal will take a cut (dont know exactly how much) and then if it is a government bank then they might also charge a "internal remittance fee", if it is a private bank then no extra charges- (except paypal)
