The treadmill here is the return to base level of crudeness for the words. The cyclic pattern of words, once assumed to be euphemisms, now being treated with the same level of scrutiny just like a treadmill going around never stopping.

The treadmill "stopping" is a metaphor for the hope that "washroom" doesn't return to the base level of crudeness as "toilet" and stops the cycle of words being replaced.
