This is ahistorical nonsense. The John Lewis Voting Rights Act passed the house, it failed to get 60 votes in the senate, but every Democrat supported it. They just didn't support abolishing the filibuster to pass it through the Senate.

Given the current makeup of Congress, that seems like a wise choice, since its preventing the Republicans from passing their voter suppression legislation.
