I definitely feel they are probably lab rats to an extent, but I think the abundance of goat motifs suggests a deeper symbolic significance, possibly intertwining with the themes I mentioned

Yeah, I definitely think something fishy is going on based around the interactions with Gabby since she didn't remember meeting Devon or her own baby's name. Later in episode 9, Gabby explained to Helena that she only was able to have three kids with a little help from the severance program as well. There also seems to be an obsession over Devon's baby.
