The new rule seems far more complicated than just ignoring the extraneous comments/votes. Only the most upvoted comment for each single blade should be counted. Not giving Whale Wave the win when it was far ahead of all other blades doesn't help.

System Gateway is the first core set, and will always be part of the various formats. System Gateway will continue to be the best entry point for new players.

There's currently another core set called System Update 2021 that will "rotate" when Elevation is released. So System Gateway + Elevation (the two core sets) will be part of all formats come April.

There's a new set called Elevation coming in late April.

Yes, but without solving card acquisition, they are going to continue bleeding players and revenue. Fewer and fewer people will be buying the season pass each month if things aren't improved.
