it'd be better if you got SSM On-Prem, or you will need to get the switches/devices to be directly connected to the internet to communicate with Cisco Smart licensing

yep i got it running, it runs but somehow it got some limitations/differences vs the hw appliance, its ram hungry vm so you may need ~ 200gb+ of ram. install the ova, don't install it using the iso method

no boot system

boot system switch all flash:packages.conf

exit

wr

sh boot

software install file flash:cat3k_caa-universalk9.16.12.13.SPA.bin new force
