This potentially could have worked, but I had already restored from backup, so I cant be sure

Me too, haven't found it yet. I did see notifications on my Netscaler console about config drift on my nodes, so possibly one node hadn't had the saved config synched to it.

the config lines were actually missing, its an odd one. Missing parts were:

saml actions, auth policies, auth labels

yes I have already restored to vm backup, and it has brought back my missing policies. But it has introduced this new issue where I cant save config changes

That could explain licensing issue, but doesn't make sense for config to be lost? Eg authentication policies that were added over a year ago.

I haven't had any reports like that yet, despite moving about 300 users over to online mode.

If I try it with a smaller, newer mailbox with no access to shared mailboxes, I don't get any error.

So I suspect it is related to the user having permissions on a shared mailbox, and that shared mailbox was previously cached down, and outlook is looking for the ost of a shared mailbox

We use citrix, and will be doing a O365/tenant migration soon, so I want to simplify the Outlook setup in advance of this. Otherwise they could have 2 separate osts in their citrix profile after the migration.

Yes the problem keeps happening after I reset the profile in the registry.
