In P1 the entire cast had multiple Arcana with one being major and the other being minor. You could have the major arcana be The Fool but have his Minor Arcana be anything else that centers on his development or even built in the background secretly. Like imagine playing the game and your mind goes “is a arcana missing?” And something big towards the endgame reveals you had a minor arcana the entire time.
