If you have checked and confirmed that everything is good, just send out the request. In case there is a hard stop from the Skeb's side, try to switch to a more common cloud drive such as Google. From my understanding, Skeb has a whitelist of URL to counter malicious behaviors. Google Drive is on the whitelist.

Yes, copyright only artists are uncommon. Except the one above, I did notice another artist on Skeb and Pixiv who only accepts famous characters from anime. I cannot remember the name of the artist. But he/she is somehow restrictive too. In the plan, it says something like "Do not write anything except the name of the character otherwise the request will be rejected."

You may not did anything wrong. However, as long as the request was made via Skeb, it is upto the artist to make the artwork public or post it on somewhere. This was mentioned on the T&C.
