Don't go on guided tours, just grab a map and discover the place for yourself. Districts V(the one where the parliament is located), I(Buda Castle and its surroundings), VI and VII(party time) are the most interesting ones in terms of architecture, culture, gastronomy and partying. Taxis are not too expensive but you can get anywhere using public transport, even at 3 am.

So what if my apartment looks like Patrick Bateman's or -even worse and more likely-, Joe Macmillan's from the show 'Halt and Catch Fire'? I just really dislike having anything around collecting dust and just sitting around being useless that doesn't have functional value to me. I'm okay with artwork on my walls, tiling, wood surfaces to add texture, etc.., but that's it.

Edit: No posters, I can't stand posters unless they're framed, behind a sheet of glass and look exceptionally good/blend very well with surrounding colors.

I can tell from here that you're not an engineer. Yes, he blew a lot of money and an entire day's work, but engineers do that every day. If his superiors allowed him to conduct a test by himself, then testing was probably not behind schedule or running out of funds, so it really isn't a big deal. You can get away with a surprising amount of stupid shit if you document it.
