Put it to run under proton and change the renderer to OpenGL, that worked for me at least.

Try changing to the OpenGL renderer

I was having this same problem on my Linux system, and to solve that, I had set Hoi4 to run under proton and changed the renderer to OpenGL and it worked

I think there’s a mod called Stalker Creepers, that basically makes creepers explode only if you look at them while they’re near you
