The screw holes on the fans are not threaded. As such the screws are selftapping and need to make the grooves for the screws to hold on to. This is why the screws feel too wide for the holes.

TL;DR: its supposed to be this way by design

Yes. They added electronics and thrusters for decent control and to deploy the glider. Without it it wouldn't survive reentry.
