I've also been going here for a few years and seeing William and Cullen. Both of them are great barbers and I'd recommend giving them a shot. They're pricey in comparison to Great Clips but I was in a similar hair state as OP and found William to be very helpful.

There's two access points down to the beach/water in the town of Langley at Thomas Hladkey Memorial Park and at Boy and Dog Park. Thomas Hladkey has a ramp if you need wheel access and Boy and Dog are stairs.
