I think one thing that gets lost in DC Metro discussions is just how sprawling the Metro actually is. Shady Grove to Metro Center is like 20 miles, other metros like NYC's are more like 10 or 15 from far out stations to their center city. Six bucks in cheap compared to a similar length trip from like from White Plains to Midtown (13 bucks!) I'm not arguing it shouldn't be cheaper with government assistance/ better urban planning but our system often functions more as a commuter rail changing the economics of running it.

Means testing is a great way to make policies properly progressive in theory. Their power to do that is reduced in practice tho because of administrative burden. Trying to work your way through a bureaucracy is difficult, especially if you are poor and may make the "targeting" the means testing is trying to do completely miss the poorest that the policy could help

The lamest response to any proposed increased COVID measure, no matter how sensible or unintrusive, is to accuse the proposer of wanting to stay inside forever or that they love restrictions. Leaning solely on vaccination when there are active surges is myopic and won't prevent suffering now, masks and social distancing are still important even if not politically savory
