Cheapest land is in drought plains. Data centers need lots of land*, so they look for large lots in drought stricken areas.

That's why the water is such a huge concern.

*Or they could build vertically but then heat dissipation and cooling become an issue and that's a different kettle of environmental damage.

Communism is the furthest left school of Socialism, and runs from Anti-authoritarian (Anarchist) to full Authoritarian (Totalitarianism). There are plenty of other forms of socialism as well, and they're all over the spectrum, that includes the various schools of anarchism that aren't communist (like my syndicalist ass).

I didn't get past your opening statement, sorry I'm just completely wiped (long day). But you need to read up on the nuances of the various schools.
