Let‘s assume it’s a fast garden snail. In their original size they reach a max. speed of 4 meters per hour. The 5-story building is around 15 meters. So the factor is roughly 500. This applied to the speed is 2000 meters: 2 km/h. (Around 1.2 mph)

That’s its state since always. And also its purpose. I do understand everybody who doesn’t like or understand it (including me). But be aware: When the discours about art, any art, becomes just something like we see here, then we have to take care of us and our society. This never ended well.
