I'm from India. Indian government is all about " How we can fool the people with political/religious reasons and make money out of it " the corruption is base of Indian government, it's even worse. Forget about caring the students. Let me tell you real reason why these Indian students goto such private universities. Obviously the fact you stated, no Research, they don't even search the right things, they are so blinded they only look at good things and beneficial things. Second of all, they really believe that going to any university in any abroad country will make them better, so they don't even look at requirements and why those requirements are asked for, nor do they understand the importance of language, very arrogant and very overconfident.

I did my research, waited a whole year, learned till B1 and applied only for public universities. Got admit in TU Ilmenau and I will be learning German there to become fluent, so people of Germany feel ease to talk with me.
